Luis attended LA Mission College and began his activism in the early 2000s. He played an important role in the early fight for the CA Dream Act, the Federal DreamAct, DACA, and other pro-immigration legislation. Luis did not qualify for DACA because he aged out but that didn't discouraged him from continuing to fight for the immigrant community.
